Colombia's National Land Agency faces 370 billion peso fiscal finding

The Comptroller General of the Republic has confirmed a fiscal finding of approximately 370,487 million pesos involving contracts within the National Land Agency (ANT). The discrepancy stems from two inter-administrative contracts signed between the ANT and the Victims Unit, intended for the acquisition of rural properties for the Land Fund.

According to the report, the ANT disbursed 95.67% of the approximately 710,000 million pesos committed, but could only verify the actual transfer of ownership for 45.46% of the disbursed funds. The oversight body questioned the practice of making large disbursements without a proportional consolidation of property titles in favor of the ANT. Additionally, the report noted that several properties involved had complex legal statuses, including restitution processes and occupations, which could affect definitive transfers.

The ANT, under the direction of Felipe Harman, requested that the Comptroller withdraw the observation, arguing that the contracts represent progressive processes rather than immediate sales and noting that over 184 properties had been provisionally delivered. However, the control body concluded that material delivery does not equate to the legal transfer of ownership.
