Colombia's National Protection Unit fleet faces rising costs
The Unidad Nacional de Protección (UNP), Colombia's state agency that safeguards at‑risk individuals such as social leaders, journalists, politicians and human‑rights defenders, is confronting mounting financial pressure on its vehicle fleet. Between 2022 and 2024 the agency recorded roughly 9,800 individual protection schemes covering more than 10,000 people, driving a sharp increase in demand for secure transport.
UNP manages both conventional and armored vehicles, essential for safe mobility. Expenses—including acquisition, maintenance, fuel, insurance and replacement—now represent a significant share of public spending. A 2025 report shows over 3,200 protection personnel active and more than 100,000 ground trips annually, making the fleet one of the costliest components of the protection system. Audits have flagged weaknesses in contract oversight and asset sustainability, prompting the agency to optimize resources and prioritise schemes amid budget constraints.
