Colombia's Procuraduría monitors $4.2 trillion COP solar energy program
The Colombian Office of the Inspector General (Procuraduría General de la Nación) has launched preventive oversight actions regarding GECELCA S.A., a mixed public utility company. The monitoring focuses on the administration, contracting, and execution of approximately $4.2 trillion COP allocated to the ‘Programa Colombia Solar’.
This energy transition initiative aims to implement photovoltaic solar solutions for 563,057 users in socio-economic strata 1, 2, and 3 across 13 departments. The oversight seeks to ensure that public resources are managed efficiently and transparently to meet community benefits.
Additionally, the Procuraduría will monitor GECELCA’s contractual management throughout 2026. This includes reviewing contract planning, contractor suitability, provider concentration, and contractual modifications, as well as physical and financial execution to protect public assets and mitigate risks in this strategic energy sector.
