Colombo Port City residents denied local election voting rights

Residents of the Colombo Port City are currently unable to participate in local council elections, a situation that lawmakers claim violates their fundamental constitutional rights. While residents are registered under the Colombo District for presidential and parliamentary elections, they lack representation in local government elections.

During a meeting of the Committee on Standing Orders (SOC), MP S. M. Marikkar, Chairman of the Sectoral Oversight Committee on Infrastructure and Strategic Development, suggested that a separate local council might be required specifically for the Port City. Although officials noted that a 2019 Gazette included Port City land within the Colombo Administrative District, Marikkar argued this does not resolve the lack of local authority representation.

Critics and rights advocates warn that the current legal and administrative framework creates a "democratic gap," effectively leaving residents voiceless in local governance. There are calls for the Elections Commission and the Ministry of Public Administration to amend the legal framework to ensure residents can register on the electoral roll.
