Colombo Port City targeted by former Philippine gaming operators

Former Philippine Offshore Gaming Operator (POGO) workers and operators are reportedly targeting Sri Lanka’s Colombo Port City as a new regional hub. This migration follows the Philippines' decision to outlaw POGOs under the Anti-POGO Act of 2025, a move prompted by associations with criminal activities including human trafficking, money laundering, and large-scale fraud.

Colombo Port City, a special economic zone governed by the Colombo Port City Economic Commission, offers a distinct regulatory framework that may appeal to gaming enterprises seeking a fresh start. While proponents suggest regulated gaming could boost tax revenue and foreign investment during Sri Lanka’s economic recovery, critics warn of significant reputational and financial risks.

In response to these shifts, Sri Lankan authorities are increasing oversight. The recently established Gambling Regulatory Authority (GRA) is tasked with monitoring the sector for POGO-related risks. Additionally, Sri Lanka has implemented stricter financial measures, including doubling casino entrance fees to $100 and raising the gross collection levy for casinos to 18% as of January 1.
