Colorado Amendment 87 tax proposal faces millions in opposition spending
Millions of dollars are being spent to influence the upcoming November election regarding Amendment 87 in Colorado. The proposed amendment seeks to replace the state’s current flat income tax with a graduated system.
If passed, Amendment 87 would increase tax rates for incomes exceeding $500,000 while lowering taxes for those earning less. Proponents estimate the change could raise $2.7 billion for state spending on education, healthcare, and childcare. The Protect Colorado’s Future Coalition, which petitioned for the amendment, reported approximately $1 million in spending, largely consisting of small donations from local residents and various nonprofits.
In contrast, opposition to the measure has disclosed more than $3.6 million in spending. Much of this funding is characterized by supporters as ‘dark money,’ as it originates from 501(c)(4) conservative political advocacy groups that are not required to disclose their donors. Advance Colorado, a nonprofit founded by former Republican Governor Bill Owen, is among the groups leading the opposition.
