Colorado River Water District warns of unequal conservation program impacts
The Colorado River Water Conservation District has raised concerns regarding a new state water conservation program, warning that its legal mechanisms could disproportionately impact certain regions and the state’s agricultural industry.
In a letter to the state water board, the Glenwood Springs-based district argued that the current framework, developed by the Colorado Water Conservation Board and the Division of Water Resources, might favor specific geographic areas. Specifically, officials noted that it may be easier to pay users in the Grand Valley to conserve water, potentially leading to disparate impacts across the 15-county region.
The district is advocating for the program’s framework to be established by lawmakers during the 2027 legislative session through a significant stakeholder process.
The near-term contribution program is designed to pay water users in the Upper Colorado River Basin—including Colorado, New Mexico, Utah, and Wyoming—to voluntarily reduce usage over the next two years. Colorado’s program will utilize $100 million in promised funding from the U.S. Bureau of Reclamation.
