Comuna Panal 21 in Caracas marks two decades of community organization
The Comuna Panal 21, located in the 23 de Enero parish of Caracas, has spent nearly two decades functioning as a grassroots social, political, and economic organization. Comprised of nine communal councils, the network serves more than 10,000 residents.
Community members report that the organization has facilitated significant infrastructure improvements, including the replacement of 42 makeshift dwellings with permanent housing and the renewal of 600 linear meters of drinking water and sewage pipes. The commune has also focused on local economic initiatives, education, and recreation to mitigate economic difficulties and various national crises.
Spokesperson Judith Guerra noted that the community organization has helped residents reclaim public spaces and move freely through the neighborhood, contrasting the current situation with previous eras of instability and fear.
