International Association of Magistrates expels Mexico's CONATRIB

The International Association of Magistrates (UIM) has expelled the National Commission of Superior Courts of Justice of Mexico (CONATRIB) following its support for Mexico's judicial reform. The decision was reached during the UIM's 68th annual meeting in Lisbon, Portugal, where 53 delegations voted for the exclusion, 13 voted against, and four abstained.

The UIM determined that CONATRIB's support for the 2024 judicial reform—which allows for the popular election of judges and magistrates—violates international standards of judicial independence, merit-based appointment, and apolitical conduct. While CONATRIB submitted a report in June 2025 defending the reform as an exercise of popular sovereignty, rapporteurs from Argentina and Spain concluded that the response did not address concerns regarding judicial inamovibility and autonomy.

The National Association of Circuit Magistrates and District Judges (JUFED) welcomed the expulsion, stating that the international sanction highlights the risks posed to the autonomy of jurisdictional bodies in Mexico.
