The report suggests the group utilizes democratic procedures while simultaneously rejecting the underlying values of those systems, potentially creating institutional precedents that favor extremist demands through sustained pressure.

Observations regarding demographic shifts in Europe are also noted, citing that the Muslim population in Europe rose from 2% in 1950 to 6% in 2020 following migration from countries such as Syria and Pakistan.
