Confedilizia discusses Italian tax reform and housing regulations

At the 36th Legal Coordination conference organized by Confedilizia in Piacenza, discussions focused on the intersection of national and European housing regulations. A key development is the Italian government's intention to extend the ‘cedolare secca’ (flat tax) to non-residential leases. This measure, previously signaled by Deputy Minister of Economy and Finance Maurizio Leo, is aimed at supporting owners, merchants, and artisans.

Proponents argue that extending this tax regime to commercial properties will serve as an economic and social policy tool to combat commercial desertification, encourage urban redevelopment, and increase city safety. The move is also seen as a way to mitigate the impact of high tax burdens on rental prices and supply.

In contrast to these domestic fiscal developments, the conference also addressed concerns regarding the European Union's proposed ‘Affordable Housing Act’ regulation presented in Brussels.
