Congolese human rights group demands transparency on Zero Kuluna arrests
The Congolese Observatory for Human Rights (OCDH) is demanding that authorities release a formal list of individuals arrested during ‘Operation Zero Kuluna’. Launched in September 2025 by the General Directorate of Presidential Security (DGSP) to combat urban gangs, the operation has come under scrutiny for its lack of transparency.
During a press conference in Brazzaville, the OCDH raised concerns regarding individuals who have been detained for several months outside of the judicial framework. The organization is calling for the publication of names, detention locations, and the legal status of those apprehended to provide clarity to families and uphold the rule of law.
In addition to transparency regarding detainees, the OCDH is requesting independent investigations into the operation and guaranteed access to detention facilities to prevent abuses. The organization also highlighted the need for special protections for minors detained during the crackdown, in accordance with national and international child rights commitments.
