Congo's Electoral Commission Seeks Government Support to Implement New Organizational Framework

The Democratic Republic of Congo’s independent electoral commission (CENI) has asked the government for assistance in drafting an organic framework to modernize its personnel management, pension access and retirement procedures. The request was raised during a meeting between Vice‑Prime Minister and Minister of Public Service Jean‑Pierre Lihau and CENI President Denis Kadima, who said the new framework will be based on employment reference standards and is expected within weeks.

In parallel, CENI is preparing a total overhaul of voter registration lists slated for 28 July. President Thierry Rakotoarivo and a delegation from the Carter Center discussed cooperation to strengthen civic participation, especially among youth and persons with disabilities, and to boost election observation by civil‑society groups. The partnership aims to improve the transparency, credibility and inclusiveness of the upcoming electoral process.
