Connecticut Democrat Josh Elliott Secures $3.75M Public Financing for Gubernatorial Primary

State Representative Josh Elliott, a Democrat from Hamden, has been awarded a $3.75 million public‑financing grant by the State Elections Enforcement Commission (SEEC). The funds will support his challenge to incumbent Governor Ned Lamont in the Democratic primary scheduled for Aug. 11, 2024. Elliott's campaign qualified after nearly 6,000 in‑state contributions and a brief delay when his contributions fell $2,000 short of the required threshold.

The grant represents a tenfold increase over Elliott’s current campaign budget of about $338,000 and is intended to fund television advertising, though the money will not be disbursed until next week. Elliott is the first candidate to qualify for a primary challenge to a Connecticut governor since 1978. Lamont, who is seeking a third term, has opted out of the public‑financing program and will largely self‑fund his campaign. Republican nominee State Sen. Ryan Fazio has already qualified for public financing.

Elliott’s campaign also works with political consulting firm Fight Agency for ad production, but he says the firm does not advise on overall strategy. He emphasized the importance of vetting candidates and noted his longer legislative record compared with recent challenger Graham Platner in Maine.
