Connecticut energy policy faces scrutiny amid strategic planning and utility disputes

Connecticut is developing its Comprehensive Energy Strategy (CES), a four-year plan that will influence state legislation, utility programs, and energy costs. The Department of Energy and Environmental Protection (DEEP) is tasked with balancing emissions targets against consumer affordability, reliability, and fuel diversity. The strategy will address critical issues including electricity rates, natural gas usage, and the impact of electrification and data centers on energy demand.

Simultaneously, Governor Ned Lamont is facing political scrutiny regarding his relationship with Eversource, the state’s largest utility. While Lamont has campaigned on reforms to lower electricity bills and has criticized the utility’s executive compensation, leaked text messages show Eversource CEO Joe Nolan urging the governor to intervene in a dispute over $1 billion in unpaid storm costs. Critics, including state Sen. Ryan Fazio, have characterized the relationship as ‘cozy,’ noting that the utility’s recent financial successes coincided with regulatory approvals from boards appointed by the governor.
