Conservative Party pledges to restore UK tax-free shopping

The Conservative Party, led by Kemi Badenoch, has pledged to restore tax-free shopping for international visitors to the United Kingdom. The proposal aims to reverse the 2021 decision to abolish VAT refunds for non-EU travelers, a move the party argues has made the UK less competitive compared to European destinations like France and Italy.

According to analysis from the Centre for Economics and Business Research (Cebr), real visitor expenditure has fallen by 8.7 percent since the tax-free shopping was removed. The Cebr estimates that reinstating the scheme could attract 2.3 million additional visitors and generate £4.1 billion in extra spending.

To fund the initiative, the Conservatives propose a crackdown on unpaid NHS tourism, which includes more consistent charging of patients ineligible for free treatment and requiring debt repayment before visa renewals. Business leaders from major retailers and hospitality groups, including Fortnum & Mason and Paul Smith, have welcomed the plan as a pro-growth measure.
