Consiglio di Stato upholds sanitary measures at Larino dog shelter

The Italian Council of State has rejected a precautionary appeal filed by OIPA Italia (International Animal Protection Organization) regarding sanitary measures taken at a dog shelter in the Piane di Larino area. The ruling confirms the legality of actions implemented by the Molise Regional Health Authority (ASREM) and the municipalities of Termoli and Campomarino.

The measures were triggered by the discovery of a leishmaniasis outbreak within the facility. Leishmaniasis is a serious zoonotic disease that can be transmitted to humans. Following hygienic-sanitary inspections and blood tests conducted by veterinarians, authorities ordered a freeze on the movement of infected dogs, including international adoptions, and mandated therapeutic plans for positive cases.

To prevent further spread, healthy dogs were ordered to be transferred to a separate facility. The Council of State upheld the previous decision by the TAR Molise, noting that the restrictive measures were necessary, proportionate, and based on thorough investigations, including findings from the Carabinieri NAS.
