Consiglio Grande e Generale discusses legislative regulation reforms

The Consiglio Grande e Generale held a session on September 18, 2026, to discuss proposed changes to its internal regulations. During the session, a proposal to expedite adherence to the United Nations Convention on the Safety of United Nations and Associated Personnel was not advanced due to an insufficient number of votes.

The primary focus of the session was the second reading of a bill to modify the Council's regulations. Manuel Ciavatta of the PDCS explained that the majority aims to achieve greater convergence through two main mechanisms. First, the introduction of commissions in a drafting capacity would allow the Council to focus only on articles with pending amendments during second readings, thereby accelerating the legislative process.

Second, the proposed regulations include a mechanism to limit amendments. This would allow a qualified majority of 30 councilors to hold a single vote on amendments that the body decides not to discuss further.
