Constanța authorities block Libri Maris five‑storey aparthotel plan in Mamaia

Libri Maris SA, a Constanța‑based developer, sought to build a five‑storey aparthotel in the holiday resort of Mamaia (Satul de Vacanță). On 27 July 2026 the Constanța City Hall issued Certificate of Urbanism No. 1757 stating the document "cannot be used for constructing a hotel‑apartment P+5E" and gave no reason for the refusal. The certificate, valid for twelve months, prevents the company from obtaining a construction permit.

Earlier in the year the firm received two other certificates to demolish existing cottages in the same area. The broader local development plan for Mamaia remains stalled in paperwork, leading to irregular construction activity across the resort.
