Constanța council moves forward with local projects and Henri Coandă zoning plan

The Constanța City Council convened a physical session on 30 July to consider a wide range of local initiatives. Items on the agenda included approval of minutes from previous meetings, a report on personal assistance for severely handicapped residents, compensation for Thermoficare Constanța for subsidised heating services, and several resolutions concerning the Hospital for Infectious Diseases, such as staff allocation, creation of a home‑care line in the intensive‑care department, and updates to its organizational chart.

In parallel, the council advanced the final Urban Zoning Plan (PUZ) for the Celulozei area, intended to relocate residents of the Henri Coandă district into new social‑housing units. The plan, slated for public consultation on 21 July, outlines the construction of medium‑rise housing, community gardens, playgrounds and upgraded road and utility networks, and sets out the legal framework for expropriation and infrastructure modernization.
