Constanta customs officials plead guilty to bribery in container fee scheme
Customs inspectors Bogdan Vîlsan and Diner Suliman of the Constanta Border Customs Office admitted guilt in bribery cases involving expedited container processing, with fees of $200 per container. Prosecutors from the National Anticorruption Directorate (DNA) uncovered more than $73,000 and roughly 148,000 lei at Suliman's residence.
Both men signed plea‑agreement contracts with DNA, which have been submitted to the Constanta Tribunal for approval. Vîlsan’s agreement is filed under case 4606/118/2026 with a hearing scheduled for 18 September 2026, while Suliman’s is under case 4607/118/2026 with a hearing set for 2 October 2026. The agreements detail the recognized offenses and the negotiated penalties, though the final judgments remain pending.
