Constitutional Council and CSCCA issue new transparency and regulatory guidelines

The French Constitutional Council has announced new measures to increase the accessibility of its decisions, including the launch of an official account on the social media platform X. This move follows requests regarding transparency, particularly as the government has challenged a legislative proposal from the Pastef party concerning the petroleum code.

In Haiti, the Superior Court of Accounts and Administrative Litigation (CSCCA) has issued a memorandum outlining the mandatory rules for public contracts for the 2026-2027 period. President Rogavil Boisguéné specified that the Court’s opinion must be obtained before the execution of financial or commercial contracts involving the State. The guidelines require contracts to be in French or Creole, mandate the identification of beneficial owners, and require foreign documents to be registered with Haitian consulates and legalized by the Ministry of Foreign Affairs.
