Constitutional Court Judge emphasizes law in public administration reform

Constitutional Court Magistrate María del Carmen Santana de Cabrera highlighted the role of legal reforms and constitutional jurisprudence in strengthening state management during a conference in Santiago, Dominican Republic.

Speaking at the ‘ENTRA Cibao: de la toga al impacto’ event, Santana de Cabrera argued that law is essential for societal development and that respect for the rule of law ensures the legality of administrative actions and fundamental rights. She noted that according to Article 138 of the Dominican Constitution, public administration must adhere to principles of efficacy, objectivity, and coordination, which require a clear legal framework.

The magistrate emphasized that public transformation cannot occur without predefined, clear rules, stating that a solid rule of law serves as the ‘backbone’ of socioeconomic development. She further suggested that legal changes should not merely adopt comparative law models but should instead stem from identifying specific opportunities for improvement.
