Constitutional courts in Costa Rica and Spain rule against legislative reforms

In Spain, the Constitutional Court found that the regional government led by Isabel Díaz Ayuso violated deputies’ rights by passing the second amendment to the Telemadrid law in a single‑reading procedure, which excluded the right to propose amendments. The Court declared the related parliamentary agreements null and void, emphasizing the importance of amendment rights for democratic legislative processes.
