In the exclusive Bella Vista district of Santo Domingo, Constructora Armando Toros inaugurated JR VIII, a 17‑storey residential tower with 132 upscale apartments. The development features a 360‑degree pool, sauna, jacuzzi, professional gym and a luxury lobby, aiming at upper‑middle‑class buyers seeking modern design, advanced technology and premium amenities. The opening ceremony was attended by José Rosado, president of the company, and architects Paola Rosado and Lorena Rosado, who highlighted the project's contemporary architecture and attention to detail.

At the same time, developers across the Dominican Republic continue to confront lengthy permitting processes that can extend up to a year and increase buyer costs. The approval sequence typically starts with municipal land‑use authorisation, followed by mandatory environmental clearance, and concludes with licensing from the Ministry of Housing and Construction (MIVED). Although recent reforms have shortened some steps, the environmental assessment stage remains a major bottleneck, slowing projects such as JR VIII and other residential or commercial constructions.
