The number of layers in toilet paper—typically two, three, or four—does not always serve as a definitive indicator of quality. While additional layers generally increase thickness, softness, and resistance, the actual performance of the product is heavily influenced by fiber quality, embossing, and design.

Two-layer options are considered the most economical and practical for daily use, offering a balance between cost and functionality. Three-layer varieties provide increased softness and a cushioned feel, often representing a middle ground for consumers prioritizing comfort. Four-layer products are positioned as premium options due to their extra thickness, but they may not always justify the higher price point. In some cases, certain two or three-layer products may even offer better disintegration in toilets or superior softness compared to four-layer alternatives.
