Container Manufacturing, Ltd. settles export violation charges

Container Manufacturing, Ltd., a company based in Dayton, Ohio, has agreed to pay a $1 million fine to settle charges brought by the Bureau of Industry and Security (BIS). The company was charged with exporting aluminum beverage can manufacturing equipment, valued at $264,721, to a firm in Russia without the required export licenses.

According to charging documents, the items required licenses due to specific HTSUS classifications. The BIS also charged the company with knowing violations. The investigation noted that after a bank notified the company that pending wire payments would not be processed due to the Russian embargo, the Russian entity arranged for payment through a third-party company outside of Russia to bypass the restriction.
