Copper theft disables water and AC at Ciudad Victoria’s Torre de Cristal

Copper pipe theft at the Torre de Cristal, the main government complex in Ciudad Victoria, Tamaulipas, left the building without potable water and air‑conditioning. Hundreds of state employees in dozens of offices were forced to work without these basic services.
