Brazil bans online betting via new Provisional Measure FAST-MOVING
President Luiz Inácio Lula da Silva has signed a Provisional Measure (MP) prohibiting the operation, offering, intermediation, and advertising of online betting platforms (bets) in Brazil. The decision, cited as a response to public health concerns and rising household debt, applies to both sports betting and online games in physical and virtual environments.
The measure establishes a strict transition timeline: new deposits are prohibited immediately, and users have until October 5 to voluntarily withdraw funds. Betting websites and applications must be taken offline by October 6. Between October 7 and 8, companies must report remaining balances to banks, with financial institutions scheduled to return funds to bettors between October 9 and 14. In cases of payment impediments, Caixa Econômica Federal will mediate the process starting October 14.
Advertising and sponsorships must also be removed, with a deadline of October 5 for physical and external media. The government has stated that companies will not be entitled to compensation for lost profits or investments due to this public interest decision.
The ban has caused significant concern within the Brazilian football sector. Clubs like Flamengo and Fluminense have warned of massive revenue losses and potential impacts on youth, women's, and Olympic sports. While some discussions regarding a R$ 20 billion credit line for club restructuring have emerged, the BNDES has declined to create such a line due to statutory prohibitions.
