Cork City Council finance director wins High Court injunction

The High Court has granted an injunction to John Hallahan, the long-serving Head of Finance for Cork City Council, preventing the council from reassigning his duties to other employees. The ruling follows a dispute regarding the council's attempt to move Mr. Hallahan into a newly created role as Head of Cost Transformation and strip him of his core responsibilities, such as budget oversight.

Judge Micheál O’Connell found that the council's actions had a “humiliating and degrading effect” on Mr. Hallahan, noting that the process was intensified by negative personal assessments from Chief Executive Valerie O’Sullivan. The court also addressed whether the council properly exercised its discretion and whether it failed to correctly recognize a formal grievance procedure invoked by Mr. Hallahan’s legal team.

While the council initially intended to transfer Mr. Hallahan to the cost transformation role and appoint Jeremy Canty as the new Head of Finance, the council later withdrew the specific appointment to the new role. However, the council still signaled intentions to reorganize the finance department, leading to the court's intervention to maintain the status quo regarding Mr. Hallahan's current duties.
