Cornwall Council proposes land swap for Newquay recycling centre

Cornwall Council has proposed a land swap deal with the Duchy of Cornwall to facilitate the relocation of the household waste recycling centre (HWRC) in Newquay. Under the proposal, the council would transfer the freehold of the Trevenson Road Refuse Transfer Station to the Duchy of Cornwall in exchange for land adjacent to the Newquay Strategic Route, opposite Hendra Holiday Park.

The relocation is intended to replace the Trevenson Road facility, which has been criticized for being outdated and having infrastructure limitations. The new site, located within the Duchy of Cornwall’s Nansledan development, is planned to feature a modern split-level design, increased capacity, and dedicated queueing lanes to improve traffic flow.

The transaction is described as a one-to-one swap that presents no overall cost to the council. Construction is expected to begin in 2026 with completion targeted for 2027. A formal decision on the proposal is scheduled for a Cornwall Council meeting on Wednesday, September 2.
