Corporate legal departments shift from risk management to strategic business partnership

Corporate legal departments are undergoing a strategic shift from being viewed as cost centers focused on risk management to becoming essential business partners. Research from the Thomson Reuters Institute indicates a significant perception gap: while 86% of general counsel believe their departments contribute significantly to organizational objectives, only 17% of C-suite executives share this view. Furthermore, 42% of business leaders report that legal departments contribute little to nothing to company goals.

To bridge this gap, legal professionals are increasingly required to translate technical expertise into business language and demonstrate quantitative value. This evolution is driven by rapid technological innovation, the professionalization of legal operations, and rising regulatory complexity. In regions like India, this shift is occurring alongside legislative reforms such as the Draft Advocates (Amendment) Bill, 2026. As companies internalize legal knowledge to optimize costs, general counsel are taking on broader roles in areas including AI governance, ESG, cybersecurity, and product development.
