Costa Noroeste services strained by summer tourism surge
The municipalities of Sanlúcar de Barrameda, Rota, and Chipiona in Cádiz's Costa Noroeste face extreme pressure on public services due to intense summer tourism. While the permanent population of these areas is approximately 120,000, the influx of tourists and residents using second homes can push the floating population above 300,000 in July and August.
Chipiona experiences the most dramatic shift; its population of roughly 20,150 can increase tenfold during the summer, partly because nearly 60% of its housing stock is dedicated to second residences. This seasonal surge places heavy demands on waste management, street cleaning, water supply, and sanitation services.
Healthcare services also face significant challenges. The Servicio Andaluz de Salud (SAS) implements a 'Summer Plan' to deploy seasonal staff, but tensions remain regarding the gap between resource availability and actual demand. Additionally, increased traffic congestion raises concerns regarding emergency response times for medical services.
