Costa Rica CCSS faces debt disputes and leadership suspension
The Costa Rican Social Security Fund (CCSS) is facing intense scrutiny following reports of massive retroactive debt collections imposed on independent workers. One case involves a welder who was notified of a debt exceeding 30 million colones, with the institution alleging continuous employment of staff since 2010 despite the worker's attempts to close provisional payrolls.
Simultaneously, the institution is embroiled in political controversy following the suspension of its financial manager, Gustavo Picado. The suspension reportedly occurred after Picado clarified that the CCSS is not economically “bankrupt,” contradicting claims made by President Rodrigo Chaves. Critics argue these actions represent an erosion of institutional autonomy and a disregard for labor protections within the public sector.
