Costa Rican Minister of Justice and Peace, Gabriel Aguilar Vargas, is facing intense criticism following the release of a video titled ‘Los Jachudos van directo al Cacco’. The footage, published by the Ministry on social media, shows Aguilar visiting the Puntarenas 26 de Julio penitentiary, where he is seen confronting inmates and ordering their transfer to a high-containment regime.
The Defensoría de los Habitantes has issued a strong condemnation of the video, describing the actions as involving shouting, public humiliation, and the forced placement of inmates on the floor. The institution argued that such transfers must adhere to technical and legal criteria rather than political impulse.
In response to the incident, the Public Defense (Defensa Pública) has filed an amparo recourse (case number 26-036382-0007-CO) before the Constitutional Chamber to protect the human rights and dignity of the incarcerated individuals. Minister Aguilar has defended his conduct, stating that confronting inmates makes him feel ‘well’ and that he is fulfilling his duty to the public.
