Costa Rica deputy questions Prosecutor's Office appointment processes

Costa Rican deputy Marta Esquivel of the Pueblo Soberano party has raised concerns regarding the appointment and promotion processes within the General Prosecutor's Office and the Corte Plena.

Esquivel argued that the country has failed to consolidate a true fiscal career for over 30 years, despite provisions in the 1994 Organic Law of the Public Ministry. She criticized the current system for lacking transparency and effective controls, suggesting that positions are being distributed through political favoritism rather than merit-based competitions.

The legislator emphasized that the Public Employment Framework Law requires objective processes and the selection of the most qualified individuals. She also questioned the independence of the oversight mechanisms, asking how the Prosecutor's Office can be investigated if the institution itself holds the power to manage such complaints.
