Costa Rica ends virtual hearing agreement to bolster prison security

The Costa Rican Ministry of Justice and Peace has defended its decision to terminate an agreement with the Judicial Power regarding the conduct of virtual hearings. The Ministry stated that the move is legally supported and is a direct response to the need to enhance prison security.

According to official communications, the decision aims to optimize state police resources due to the presence of high-risk inmates within the penitentiary system. The Ministry emphasized that the Penitentiary Police should focus on core duties, such as strengthening surveillance and internal controls within prisons.

Data provided indicates that in 2025, approximately 2,800 virtual hearings were held, compared to roughly 23,400 transfers of inmates conducted by the Judicial Investigation Organism (OIJ) to courts. The Ministry noted that the Public Ministry maintains that in-person attendance should be the general rule, with virtuality serving as an exception.
