Costa Rica faces debate over state efficiency and institutional modernization

Costa Rica is experiencing a growing debate regarding the efficiency of its public institutions and the necessity of modernizing historical state models. Analysts highlight a phenomenon where insufficient public services lead to a substitution cost, forcing citizens to pay twice for essential services. This occurs when individuals or businesses must seek private alternatives for healthcare, security, and infrastructure despite already contributing to public funds through taxes and social contributions.

There is a tension between preserving the country's social legacy and the need for reform in sectors such as electricity, social security, health, education, and state banking. Critics argue that the goal should not be the preservation of institutions like the Instituto Costarricense de Electricidad (ICE) or the Caja Costarricense de Seguro Social (CCSS) for their own sake, but rather ensuring they effectively deliver reliable, affordable, and high-quality services to the population.
