Costa Rica implements standardized national learning assessments

The Ministry of Public Education (MEP) is implementing standardized national tests designed to measure essential learning rather than rote memorization. According to the Directorate of Quality Management and Evaluation (DGEC), the 2026 summative standardized national tests serve as instruments to monitor student progress and improve teaching methodologies.

The assessment framework emphasizes the application of knowledge in practical contexts. For instance, in mathematics, the focus is on reasoning and problem-solving, while in Spanish, the emphasis is on communication, reading, and writing skills. The upcoming National Written Text Production Test for primary and secondary levels will require students to organize ideas and write coherently rather than simply recalling facts.

Educational experts note that the effectiveness of these tests depends heavily on classroom practices. While there is a tendency toward repetitive exercises and memorization to pass exams, the standardized tests are specifically designed to require comprehension, the relation of ideas, and decision-making based on learned knowledge.
