Costa Rica inaugurates CACCO high-security prison and expands terrorist list

Costa Rica has inaugurated the Centro de Alta Contención contra el Crimen Organizado (CACCO), a high-security prison in Alajuela designed to house 5,100 dangerous inmates. The $35 million facility was inspired by El Salvador's Terrorism Confinement Center (CECOT) model and aims to prevent criminal leaders from coordinating illicit activities from within the prison system.

During the inauguration, President Laura Fernández announced the expansion of Costa Rica's terrorist organization list to include six Mexican cartels and three Colombian groups. This move is part of a broader strategy to combat transnational organized crime and rising homicide rates. To further strengthen the legal framework, the Security and Narcotics Commission has approved a bill that would impose prison sentences of up to 20 years for members of organized crime groups.

In a related diplomatic move, President Fernández traveled to El Salvador to meet with President Nayib Bukele and tour the CECOT facility. The visit focuses on regional security cooperation and exchanging expertise in penitentiary administration and crime prevention.
