Costa Rica Ministry of Finance begins implementation of ATENA customs system
Costa Rica’s Ministry of Finance has announced the implementation process for the new Customs Administration System (ATENA), a technological platform designed to modernize foreign trade procedures and controls.
A training program for foreign trade operators and customs public function auxiliaries is scheduled to begin on Monday, October 19. These sessions will cover the platform’s functionalities, the customs portal, consultation tools, and report generation. This training complements ongoing educational processes for National Customs Service officials.
The rollout will occur in phases, with the first stage expected to launch in the first quarter of 2027. This initial phase will include air and maritime export processes, as well as national transit. According to Vice Minister of Revenue Víctor Julio Carvajal, the system aims to simplify procedures, strengthen operational traceability, and optimize customs controls through more agile and transparent processes.
