Costa Rica advances major energy, debt, and transit projects

Costa Rica is undertaking several major economic and infrastructure initiatives. The Instituto Costarricense de Electricidad (ICE) has secured a $480 million financing agreement with the Central American Bank for Economic Integration (BCIE) to construct the Moín IV thermal plant in Limón. Expected to be operational by 2030, the 200 MW facility will provide essential backup power to support the country's growing solar and wind energy capacity.

In terms of fiscal policy, the administration of President Laura Fernández is proposing a $13.5 billion Eurobond issuance over the next nine years. While intended to manage public debt by securing lower international interest rates, economists from the National University (UNA) warn that the measure must be paired with long-term fiscal adjustments to address structural deficits and declining tax revenues.

Additionally, the BCIE has launched a bidding process for a feasibility study regarding an urban cable car system in the Greater Metropolitan Area. The proposed route aims to connect San José with Desamparados to alleviate traffic congestion. Separately, the firm Business for Growth (B4G) has expanded its operations into Mexico City to facilitate bilateral trade between Costa Rican and Mexican enterprises.
