Costa Rica transport workers protest regulation of ride‑hailing platforms

Taxi drivers, bus operators and other transport workers in Costa Rica plan a demonstration on Tuesday, July 28, at 11:30 a.m. in front of the Caja Costarricense de Seguro Social (CCSS) building in San José. After gathering they will march to the Legislative Assembly to urge deputies to approve bill 23.736 – the Law on non‑collective paid transport and digital platforms.

The participants, represented by the National Taxi Drivers Forum and other transport organisations, say the protest is not a strike but a show of support for legislators. They request that the law require platform drivers such as Uber and DiDi to register with the CCSS and the Ministry of Finance, thereby regularising their economic activity. Gilbert Ureña, a spokesperson for the taxi sector, warned that without the legislation drivers could face retroactive charges, fines and legal uncertainty.
