Costa Rica updates meat and offal labeling regulations

The Ministry of Economy, Industry and Commerce (MEIC) and the Ministry of Agriculture and Livestock (MAG) have updated the Technical Regulation RTCR 512:2023 to improve labeling requirements for raw meat and edible offal in Costa Rica. The new rules apply to both packaged products and meat sold directly at service counters.

Key updates include the mandatory identification of thawed meat and more detailed regulations regarding ingredients, additives, batch numbers, expiration dates, and labeling language. The regulation also introduces specific provisions for labeling edible offal and adopts the Descriptive Guide of Beef and Pork Cuts in Costa Rica as a technical reference to ensure uniform identification of cuts.

To protect public health, the rules expand requirements for declaring ingredients associated with food allergies or hypersensitivities. Existing requirements, such as disclosing the country of origin, animal species, conservation instructions, and price per kilogram, remain in effect. The regulation will enter into force one year after its publication in the official gazette, La Gaceta.
