Costa Rican groups urge passage of agricultural fumigation protection bill

More than 400 individuals and various environmental organizations are urging the Costa Rican Legislative Assembly to prevent the archiving of Bill 25.391, known as the Law for the Protection of Communities against Intoxications from Agricultural Activity.

The proposed legislation seeks to establish safety buffer zones to prevent agrochemicals from reaching residential areas, schools, health centers, and water sources. Specifically, the bill proposes an 800-meter radius for aerial fumigation near populated areas and sensitive sites, a 500-meter distance for terrestrial applications, and a 100-meter radius for precision drones around protected areas.

In addition to preventative measures, the bill aims to strengthen accountability for damages. It includes provisions for immediate medical attention for affected individuals and the repair of water supply systems damaged by agricultural activities. The initiative has received technical support from several institutions, including the Costa Rican Institute of Aqueducts and Sewers (AyA), the Ombudsman's Office (Defensoría de los Habitantes), the Civil Aviation Directorate, and the Tropical Scientific Center.
