Guobin Tam Zhang detained in Costa Rica amid U.S. extradition request

Guobin Tam Zhang, a Chinese-born naturalized Costa Rican citizen, has been detained in a maximum-security cell in Costa Rica as he awaits extradition to the United States. The U.S. Drug Enforcement Administration (DEA) alleges Zhang is linked to major transnational criminal organizations, including the Sinaloa Cartel, the Gulf Cartel, and the Gulf Clan, and is suspected of involvement in international drug trafficking and money laundering.

His arrest has sparked political controversy in Costa Rica following reports that Zhang attended a private victory celebration for the Partido Pueblo Soberano (PPSO) on February 1 at the Hotel Aurola. Photographs have circulated showing Zhang alongside legislator Pilar Cisneros and Argerie Valverde Venegas, the mother of his children. Valverde was also pictured with President Laura Fernández during the event.

President Fernández and legislator Cisneros have both denied knowing Zhang or having any personal relationship with him. PPSO officials, including Secretary General Freddy González and President Mayuli Ortega, have denied that Zhang is a party financier or investor. While the presence of a high-profile suspect at a restricted political event has raised questions regarding event security and access, party leadership maintains there is no formal connection between the organization and Zhang.
