Costco seeks fast-track approval for Christchurch megastore

Costco is seeking to fast-track the development of its second New Zealand location, which would serve as its first store on the South Island. The proposed Christchurch site is planned as a 16,090sqm mixed-use development, with approximately half of the area dedicated to retail. The project is intended to include a members-only fuel service and will necessitate local road adjustments across Memorial Avenue, Avonhead Road, and Russley Road.

Minister of Conservation Tama Potaka confirmed that a referral application has been submitted to determine if the project qualifies for the Fast Track Approvals Act 2024. This legislative framework allows the government to expedite planning applications that aim to increase competition within the supermarket sector by reducing market concentration and supporting multi-site expansion.

This expansion follows Costco New Zealand’s transition to profitability in fiscal 2025, after reporting $385 million in revenue. The company is also planning a second Auckland location in Drury.
