COSYDEP calls for educational framework reform in Senegal

The Coalition of Organizations in Synergy for the Defense of Public Education (COSYDEP) is calling for a renovation of Senegal’s educational normative framework as part of the 2026 General Policy Declaration. The coalition has proposed three primary areas for reform: mandatory schooling, the education orientation law, and the adoption of a Child Code.

Regarding mandatory schooling, COSYDEP emphasizes that mere proclamation is insufficient. They advocate for clearly defined responsibilities concerning infrastructure, teacher recruitment, equipment, pedagogical support, transportation, and school meals. The coalition also stresses the need for tailored measures to support vulnerable groups, including children with disabilities, those from impoverished households, child laborers, street children, and those affected by early marriage, pregnancy, or displacement.

The coalition argues that the current education orientation law, originally adopted in 1991 and modified in 2004, is outdated. They suggest a new text is required to address modern challenges such as demographic shifts, digital technology, artificial intelligence, climate change, and evolving labor market demands. Finally, the proposed Child Code aims to strengthen protections against physical and psychological violence, exploitation, discrimination, sexual abuse, harassment, and digital risks.
