Council of Europe proposes using frozen Russian assets for Ukraine reparations

The Parliamentary Assembly of the Council of Europe has proposed using frozen Russian state assets to pay reparations to Ukraine. This proposal, approved nearly unanimously, follows rulings by the European Court of Human Rights finding Russia liable for human rights violations during its war of aggression. The funds could amount to billions of euros.

Simultaneously, the Council of Europe announced that its Register of Damage for Ukraine is now fully operational across 43 categories of claims. The registry has already received nearly 200,000 compensation requests for losses including personal injury, property destruction, and environmental damage. This database serves as a foundational step toward a global compensation mechanism, where an international commission will eventually review claims to determine specific compensation amounts.

In Ukraine, President Volodymyr Zelensky visited troops near Lyman to honor soldiers and deliver state decorations. Meanwhile, the European Union has reaffirmed its support for Ukraine and NATO, condemning Russia’s nuclear rhetoric.
