Council on American-Islamic Relations Designated Terrorist Organization in Texas and Florida

The Council on American-Islamic Relations (CAIR) was officially designated a terrorist organization by authorities in Texas and Florida, a move that could have significant legal and financial repercussions for the group.

A recent investigation by the Middle East Forum revealed that on November 26, 2025 CAIR transferred ownership of its Washington, D.C., headquarters at 453 New Jersey Avenue SE to the newly created Sage Foundation for a nominal price of ten dollars. Sage Foundation, incorporated on May 13, 2025, has no filed Form 990, no declared charitable purpose, and is listed as “Active – Not in Good Standing” with the District of Columbia. The foundation’s incorporator is Eyas Abdeen, CAIR’s foundation treasurer, its registered agent is CAIR general counsel Lena Masri, and the registry lists Malik Conn of NOVA Business Law Group as the beneficial owner.

The opaque ownership structure and the minimal purchase price raise questions about the motives behind the transfer and the potential impact of the terrorist designation on CAIR’s assets and operations.
